National Skills Commission’s Skills Priority List

The National Skills Commission’s (NSC) Skills Priority List (SPL) has been published and is now publicly available at NSC – SPL (or see download at end).

The SPL provides a current labour market rating and a future demand rating for occupations nationally. Current labour market ratings are also available for occupations at a state and territory level.

The SPL provides the backbone piece of labour market analysis on occupations that will inform a range of subsequent government policy responses, including targeting of apprenticeship incentives, training funding and skilled migration, although the SPL will not be the sole input to government decisions on these policies.

The evidence supporting the development of this list includes labour market data analysis, employer surveys, and stakeholder consultation with federal and state/territory government agencies and representative bodies, such as yourselves.

The NSC would like to thank those who provided input to the SPL process. Your responses have provided them with valuable insights and evidence on the current and future state of the labour market. The submissions received were a key input to the assessment of occupations for the SPL.

While the SPL will be updated annually, the NSC is keen to remain across any changes to the labour market for occupations as they occur, especially considering the ongoing impact of COVID-19. The NSC welcomes input on the SPL year-round as part of our continual review process. Submissions can be provided to SkillsPriorityList@skillscommission.gov.au. In addition, we plan to go out with the initial stakeholder survey for the 2021-22 process in September this year. We will provide further details to you closer to the date, an indicative timeline is below.

Asbestos Safety Videos from SafeWork NSW

SafeWork NSW have recently launched a five-part series of asbestos videos aimed at keeping tradies, who are most at risk of being exposed to asbestos on the job, safe. Some of the most at risk groups of tradesmen includes builders, electricians, plumbers, painters, roof restoration experts, floor covering experts, home handymen and bathroom and kitchen renovators.

CPC Release 6.3

It has been brought to our attention a query relating to the referencing of prerequisites across several units of competency in a number of qualifications. We have undertaken an audit and identified which qualifications will need to be amended. The typographical amendment will consist of adding or removing the prerequisite reference.

Amending the qualifications will require a minor release CPC Construction, Plumbing and Services: it will be Release 6.3 of the training package. We will advise you of the release shortly.

Reinstatement of deleted units: CPC Construction, Plumbing and Services

A backend fault occurred when CPC Construction, Plumbing and Services Release 6.2.

The following units of competency were unintentionally deleted from the CPC training package and have now been reinstated.

ABCB releases new education resource for the VET sector

The Australian Building Codes Board (ABCB) has released its new and improved educational resource ‘NCC Tutor’.

The improved NCC Tutor educational resource has been re-designed to better support educators in the Vocational Education and Training (VET) sector to train their students to use, understand and competently apply the National Construction Code (NCC).

The modules have been tailored to some of the Construction, Plumbing and Services (CPC, CPC08) and Property Services (CPP, CPP07) training packages that include competency requirements that relate to the NCC in the Certificate IV and Diploma qualifications. 

The resource has retained its PowerPoint presentation format, but adopted a more structured and targeted approach with less repetition of material across different modules, new in-class activities, more in-depth teaching notes and new ‘in-presentation’ quizzes. 

A key difference between the new NCC Tutor and its earlier editions, is that the 17 modules have been structured into three key learning areas:

  • Understanding – These core modules explain fundamental concepts and understandings about the NCC that are essential to understanding the remaining modules.
  • Using – These are practical modules that take trainees through the process on how to use a particular Volume to locate, interpret and apply different requirements.
  • Example – These modules contain a detailed worked example of how to locate, interpret and apply the requirements of a Volume to at least one real-world building project. 

The modules can assist educators to provide their students with additional in-class opportunities to review, discuss and apply their knowledge of the NCC. The modules have also been mapped to relevant units of competencies (UOCs) to better support educators’ need to test their students’ competencies against required knowledge and performance criteria in relevant UOCs.  

Up to 17 modules will be released in the coming months. 

Enhanced education to support the tertiary education sector Part of the ABCB’s response to the Building Confidence Report (the report) includes supporting the tertiary education sector through curriculum input and targeted resources to improve entry-level knowledge of the NCC. The CPP Skills Forecast also noted the report as a key driver for change, not only for the industry, but also for training. 

How can I access NCC Tutor?

NCC Tutor is specifically for use by educators from Registered Training Organisations (RTOs), Technical and Further Education (TAFE) institutions and universities.

Obtaining a White Card requires the successful completion of CPCCWHS1001 Prepare to work safely in the construction industry unit of competency, delivered by various RTOs around the country. The unit equips candidates with the necessary knowledge and skills to safely enter construction sites.

The Australian Industry and Skills Committee (AISC), has commissioned the Construction Industry Reference Committee to consider three issues:

  • updating and strengthening assessment conditions to clearly outline industry endorsed assessment methods. This should include enhancing how performance evidence and knowledge evidence are written to effectively provide consistent methods of assessment and detailing specific assessment conditions
  • including processes regarding learner identity verification
  • providing more information on how to support the needs of students with poor Language, Literacy and Numeracy skills and students with disability

The AISC’s has commissioned this work to address industry concerns around assessment quality, online identity fraud, and appropriate consideration for language and literacy.

Project status
A technical advisory group has been formed and proposed changes to the assessment conditions and additional content for the companion volume implementation guide (CVIG). In December 2020 consultations were opened to gather feedback on the proposed changes. The TAG has now considered the feedback and amended its proposed changes accordingly.

As part of our Strata Community Management Project, we are seeking industry feedback on the proposed CPP40521 Certificate IV in Strata Community Management and units of competency.

The scope of the project also includes deletion of the CPP50316 Diploma of Strata Community Management however, industry consultation is indicating a desire to retain and update this qualification. The CPP30416 Certificate III in Strata Community Management will be deleted.

The working group has looked closely at the functions, skills and knowledge covered by the Certificate IV qualification to update and improve occupational outcomes for industry. This work has resulted in changes to the packaging arrangements to better align the qualification with contemporary practices and emerging skills needs in strata community management. Units of competency identified as fundamental to the occupation have been significantly updated and modified to ensure they reflect specific strata community management requirements. We are very interested in hearing your response to the proposed updated Certificate IV. We would also like to hear your opinion on the retention or deletion of the Diploma of Strata Community Management CPP50316. Please provide feedback by C.O.B. Wednesday 31 March 2021.
