Without most of us even realising, the knowledge produced by surveying and spatial information is fundamental to all our lives. Surveying is the measurement and mapping of our surrounding environment using mathematics, specialised technology and equipment. According to the Surveying Task Force Inc. ‘Surveyors measure just about anything on the land, in the sky or on the ocean bed.’
Surveyors are creators and users of spatial information. Frontiersi explains that 'Spatial information is the digital connection between location, people and activities. This information can graphically illustrate what is happening where, how and why and helps us gain insights into the past, the present and the likely future.' The generation of spatial information uses sophisticated technology tools, such as aerial and satellite remote sensing imagery, Global Navigation Satellite Systems (including GPS) and computerised geographic information systems (GIS). Surveying and spatial information skills are applied in a range of industry contexts including town planning, civil construction, mining, engineering, health, agriculture and defence.
Surveying and Spatial Information Services Project
A national project is underway to review the vocational education and training (VET) qualifications and associated units of competency in Surveying and Spatial Information Services. These VET qualifications play an important role in developing the skills and knowledge required to enter the industry and provide pathways to higher education programs for those who want to become licenced and registered surveyors.
We are asking industry stakeholders for their input as to whether the VET qualifications:
- meet industry requirements and accurately reflect the job functions and work activities,
- and if not, what are the gaps?
The current qualifications and proposed changes are:
| CPP30216 Certificate III in Surveying and Spatial Information Services | Review and uodate this introductory qualification which provides exposure to industry via work as a survey assistant working under close supervision. |
| CPP40216 Certificate IV in Surveying and CPP40316 Certificate IV in Spatial Information Services | It is proposed to combine these two qualifications as they share 11 units in common. A single qualification is to be drafted that uses streams and strict packaging rules to enable vocational outcomes suitable for either survey assistants or spatial information services assistants. |
| CPP5016 Diploma of Surveying | Review and update the qualification for surveying technicians. |
| CPP50216 Diploma of Spatial Information Services | Review and update the qualification for spatial information services technicians. |
| CPP60116 Advanced Diploma of Surveying | Review and update the qualification for skilled surveying technicians. |
| CPP20116 Certificate II in Surveying and Spatial Information Services | This qualification is proposed to be removed as it has a low uptake. In the four-year period 2014 – 2017 there were a total of 201 enrolments and 69 completions. It is a pre-vocational qualification and does not have a job outcome. |

The validation round of consultation for this project was conducted 22 June – 7 July 2020. Feedback received from industry and other stakeholders throughout the project consultation processes has been reviewed and the units and qualifications updated accordingly.

Changes to the qualifications
The following qualifications have been updated with small changes to the packaging arrangements, and with entry requirements added to the Diploma and Advanced Diploma of Surveying:
- CPP20120 Certificate II in Surveying and Spatial Information Services
- CPP30220 Certificate III in Surveying and Spatial Information Services
- CPP50120 Diploma of Surveying
- CPP50220 Diploma of Spatial Information Services
- CPP60120 Advanced Diploma of Surveying.
The CPP41720 Certificate IV in Surveying and Spatial Information Services is a new qualification developed from the integration of the superseded Certificate IV in Surveying and superseded Certificate IV in Spatial Information Services. It has specialist elective streams and the packaging rules enable an outcome in either surveying or spatial information services recognised on the testamur as:
Certificate IV in Surveying and Spatial Information Services (Surveying), or
Certificate IV in Surveying and Spatial Information Services (Spatial Information).
Changes to the units
In line with the Training Package Products Policy, units have been assigned a new alpha code, CPPSSI. The ‘SSI’ represents Surveying and Spatial Information. The titles of 15 units have been adjusted to better reflect the unit intent and outcomes.
The 57 surveying and spatial units of competency units have been edited for clarity. Repetition of content across the Performance Criteria, Foundation Skills and Performance Evidence has been evaluated and reduced in all units. The units have been improved based on feedback received and now better reflect current industry skills, knowledge and work practices.
To remove duplication across units, CPPSIS4027 Organise surveying field services and CPPSIS4032 Conduct field surveying operations have been merged to create CPPSSI4032 Plan and conduct field surveying operations.
Seven units have been recommended for deletion due to low enrolments for an extended time. (These can be found in the mapping included in the Case for Endorsement.)
Next steps
The units and qualifications are now going into the quality assurance phase prior to sign off by the Property Services Industry Reference Committee. Materials will then be circulated to the State Training Authorities for their approval.
It is anticipated that the Case for Endorsement Surveying and Spatial will be submitted at the end of August for consideration by the Australian Industry Skills Council at its meeting 13 October 2020.

Project status
The Case for Endorsement has been finalised by the Property Industry Reference Committee and has been submitted for consideration by the Australian Industry Skills Committee (AISC) at their meeting in October as part of CPP Training Package Release 12.0.

What happens next
Following endorsement by the AISC the project will be considered by the COAG Skills Council for final endorsement. When final endorsement is announced in the AISC Communique the qualifications will be added to the National Register.

On behalf of the Property Industry Reference Committee, Artibus Innovation is pleased to announce that at the October 2020 meeting, the Australian Industry Skills Committee (AISC) fully endorsed Release 12.0 of the CPP Property Services Training Package.
We would like to sincerely thank the people who participated in these updates to the training package, whether through TAG membership, the provision of expert advice, attendance at forums and/or providing stakeholder feedback. It is great to see the commitment and passion within the vocational education sector which is a tribute to the sector as a whole.
