Current strata management is a far cry from previous decades, and the responsibilities on managers these days is increasingly heavy. Lifts, basements, air conditioning and heating systems, complex fire safety systems, gyms, pools, saunas and rooftop gardens each come with their own rules, regulations, maintenance schedules and specialised maintenance and repair requirements. Even older or smaller complexes are much more complicated to manage, as new legislation covering accessibility, energy efficiency, insurance, pool and sauna usage and waste management, among others, add to the intricacy of managing a strata scheme. The Strata Community Management Project will update and streamline qualifications in Strata Community Management. Deleting CPP30416 Certificate III in Strata Community Management and updating CPP40516 Certificate IV in Strata Community Management will better align training with contemporary practices and improve occupational outcomes for industry.

This project was completed on the 22nd of October, 2021.
A Case for Change has been developed by the Property Services IRC focussing on the relevance and demand for qualifications in strata community management. The Case takes into account:
- regulatory changes (both to licensing for strata managers and related legislative change for the built environment); as well as
- growing demand for skilled strata managers to meet the needs of increasing urban density and residential property development resulting in burgeoning numbers of strata schemes requiring management.
The Case:
- SUPPORTS the deletion of CPP30416 Certificate III in Strata Community Management
- PROPOSES further industry consultation on the deletion of CPP50316 Diploma in Strata Community Management
- PROPOSES the formal review and strengthening of CPP40516 Certificate IV in Strata Community Management
At the June 2020 meeting of the Australian Industry and Skills Committee (AISC) a directive was issued to the IRC to delete the following qualifications from the National Register unless a valid reason for retaining them is provided:
- CPP30416 Certificate III in Strata Community Management
- CPP50316 Diploma in Strata Community Management
The Case for Change is expected to be reviewed by the AISC at their meeting in October. If approved, it will move to a project to develop a Case for Endorsement.

Consultation on Draft 1
A technical working group comprising industry representatives from all states and territories has been established to review the technical content of the strata community management qualifications and units of competency. In line with the Case for Change for the project, the group has focused efforts on the CPP40516 Certificate IV in Strata Community Management and associated units of competency. The CPP30416 Certificate III in Strata Community Management will be deleted, and retention or otherwise of the CPP50316 Diploma of Strata Community Management is a matter for future consideration.
The technical working group has met on several occasions to look closely at the functions, skills and knowledge covered by the Certificate IV qualification to update and improve occupational outcomes for industry. This work has resulted in changes to the packaging arrangements to better align the qualification with contemporary practices and emerging skills needs in strata community management.
Units of competency identified as fundamental to the occupation have been significantly updated and modified to ensure they reflect specific strata community management requirements. Remaining units have been marked for deletion as they duplicated units already updated or functions covered by cross-industry units or were no longer relevant to the role. A mapping document summarising the current status of units of competency can be found in the downloads below.

Validation Consultation round

After reviewing the feedback received during the validation round, the Strata Community Management Working Group has finalised the proposed update to the Certificate IV in Strata Community Management. The updated components are currently going through the Quality process and following that will be provided to the State Training Authorities.
It is anticipated that the Case for Endorsement will be considered by the AISC at their July meeting.
In-keeping with the Activity Order issued by the AISC, the Case for Endorsement recommends deletion of the Certificate III in Strata Community Management. It does, however, oppose deletion of the Diploma in Strata Community Management unless an update to CPP51119 Diploma of Property (Agency Management) to include a stream for Strata Community Management occurs.

The Strata Community Management project is nearing completion with the Case for Endorsement having been submitted to the Department of Education, Skills and Employment for consideration at the July 2021 meeting of the Australian Industry Skills Committee. If the proposal is endorsed at that meeting it will then proceed to the Skills Ministers for final approval.
It is anticipated that the updated qualifications will be uploaded to the national register around September 2021.

At the July 2021 meeting of the Australian Industry Skills Committee (AISC) the Case for Endorsement for a modernised CPP40521Certificate IV in Strata Community Management was endorsed. We were advised of the Skills Ministers' approval of this project in late September and subject to final QA, the updated training products will be added to the National Training Register in early October.
This endorsement specified that the unit of competency CPPSCM3017 Work effectively in strata community management be added to the elective list of CPP31519 Certificate III in Real Estate Practice.
The AISC also approved a further project to add a specialisation stream for Strata Community Management Principles to CPP51119 Diploma of Property (Agency Management) which will result in the deletion of CPP50316 – Diploma of Strata Community Management.
