Obtaining a White Card requires the successful completion of CPCCWHS1001 Prepare to work safely in the construction industry unit of competency, delivered by various RTOs around the country. The White Card is an essential feature of construction work in Australia, providing induction safety training for workers. This includes managers, supervisors, surveyors, labourers and tradespeople, as well as others with less regular need to access active construction sites. The unit equips candidates with the necessary knowledge and skills to safely enter construction sites. The CPCCWHS1001 project is exploring possible amendments to the assessment requirements of the unit of competency so as to better address industry concerns around assessment quality, online identity fraud, and appropriate language and literacy.

Project scope
The Australian Industry and Skills Committee (AISC) has commissioned the Construction, Plumbing and Services Industry Reference Committee (IRC) to review CPCCWHS1001 Prepare to work safely in the construction industry with the aim to:
- include processes regarding learner identity verification
- provide more information on how to support the needs of students with poor Language Literacy and Numeracy skills and students with disability
- update and strengthen assessment conditions to clearly outline industry endorsed assessment methods. This should include enhancing how performance evidence and knowledge evidence are written to effectively provide consistent methods of assessment and detailing specific assessment conditions.

On behalf of the Construction, Plumbing and Services IRC, Artibus Innovation is reviewing and updating two training package components for the CPCCWHS1001 Prepare to work safely in the construction industry unit of competency. This unit of competency underpins the issuing of a ‘white card’.
The components being considered are the Performance Evidence and Assessment Conditions within the Assessment Requirements with the aim of providing a clear and consistent method of assessment.
In December 2020 consultations were opened to gather industry feedback on the proposed changes recommended by the Technical Advisory Group (TAG). Responses to the drafted amendments thus far have been predominantly positive, and we’ve gathered valuable feedback from a wide range of stakeholders.
The first round of industry consultation remained open until the 9th of February 2021. The feedback will be considered by the TAG in early March 2021, and we anticipate providing a summary of the findings by the end of that month.

The case for endorsement was considered by the AISC at its July 2021 meeting. The case was not approved and the AISC agreed to refer the case back to the Construction IRC to provide further evidence of how the proposed changes respond to the findings of the ASQA Strategic Review of Training for the White Card for Australia’s Construction Industry.
Since then further information has been added to the Case for Endorsement for clarity purposes and has been resubmitted to the AISC for consideration at the December 2021 meeting.
As this update to the assessment requirements will be deemed as a major release, it will result in the code of the unit of competency changing from CPCCWHS1001 to CPCWHS1001.
We have received Skills Ministers endorsement for training package products approved by the AISC at its December 2021 meeting.
By way of reminder, changes to the foundations skills and assessment requirements of CPCCWHS1001 Prepare to work safely in the construction industry were undertaken to better address industry concerns around assessment quality, online identity fraud, and appropriate language and literacy. The nature of the changes also resulted in a code modification, from CPCCWHS1001 to CPCWHS1001.
