Project: High Risk Work
This project reviewed and updated the Certificate III in Rigging, Certificate III in Scaffolding, Certificate III in Steelfixing and the Certificate III in Construction Crane Operations.
With a large overlap in core units between the Certificate III in Dogging and the Certificate III in Rigging and with low enrolment and completion rates for dogging, there was a high degree of industry support for deleting dogging as a separate qualification. All competencies required for dogging work are available in the updated rigging qualification. For similar reasons, deletion of the Certificate III in Post-Tensioning was recommended. Post-tensioning units can be completed within the steelfixing qualification.
A key aim of the review was to align the licence units with Safe Work Australia’s National Assessment Instruments (NAIs). The NAIs provide a uniform regulatory model on which state and territory licensing is based.
The Australian Industry Skills Committee approved the updated qualifications and the recommended deletions at its meeting on February 25th.
This approval is conditional on the removal of CPCCWHS1001 Prepare to work safely in the construction industry as a core unit, and is dependent on core units included in other construction projects being approved. Additionally, the Certificate III in Construction Crane Operations has the requirement that any content remove from the Licence to Operate a Tower Crane and Licence to Operate a Self-Erecting Tower Crane units be reinstated, and these two units should be reviewed by Safe Work Australia.
What happens next
The Construction Industry Reference Committee (IRC) will be working with stakeholders to resolve the matters raised by the Australian Industry Skills Committee in order to action implementation of Release 5 of the CPC Training Package as soon as possible.
Release 5 will then be forwarded to the COAG Industry and Skills Council for final endorsement. The approved components will be published on the National Register and companion volumes will be published on VETNet.
The timeframe for this resolution is presently unknown.
